It's not better, because if MIPS.COM renegs and decides not to release
the ISA document, we have a huge maintainence burdon because only
MIPS.COM people can maintain and fix bugs in the new code.

If the chip ISA document is available, anyone can contribute and take
up maintainence of the code.

Since the code documents the chip, I don't see what is the big deal
about releasing the chip ISA document.  Someone could write such
a document using the information in the patch anyways.
