Will someone please review these patches?

Thanks Dan; Nathanael approved them off list. I committed the second, and will wait 24 hours for DJ to complain before committing the first.

Let me recall that toplevel bootstrap has been working for several months now. All these patches only provided additional infrastructure that, for example, allows bootstrapping a combined tree, and will allow bootstrapping gcjx and gnattools.
