I've come to wonder (for unrelated reasons) if that's a bad choice,
though.  Maybe we should always create the copies/links.

Yeah, that makes things a lot simpler. During configure, we can run tests on ../gas/as-new etc.; then, during make we can make copies/links to whatever target assembler was found, even the one in /usr/bin. I have a patch under testing.
