I take it upstream gettext has already made this update so we won't need
to preserve these changes when we next import gettext?
Zack did the import and other people have done subsequent configure
updates but I don't think anyone maintains the libintl copy; the only part
of it which should be being maintained in the GCC tree is the
configure/build machinery with the actual sources just being imported from
upstream and on rare occasions updated.
