No objections, but I wonder how this work relates to libstdc++/20451.
For instance, is the current behavior unchanged on multilib-bed systems?
At present, there is no change.
However, this is a special case of the principle that non-installed
objects using during the test process must in fact be built during the
test process. At I noted, I haven't yet done that for the .po files --
but I will, and then this problem will go away.
