More NON_LVALUE_EXPR and NOP stripping cleanup

- Subject: More NON_LVALUE_EXPR and NOP stripping cleanup
This patch does further cleanup preliminary to removing the C front
end's dependence on NON_LVALUE_EXPR.
Stripping NON_LVALUE_EXPR is removed from
handle_vector_size_attribute; it can't occur for integer constants
there and the comment suggesting it might was nonsense (and there is
already a testcase with an expression like that in the comment in a
vector_size attribute). Several places which manually stripped
NON_LVALUE_EXPR and sometimes other nops are changed to use
STRIP_TYPE_NOPS. Inaccurate comments about enumerators with value 0
as null pointer constants are removed; such enumerators are null
pointer constants and are correctly handled as such.
Bootstrapped with no regressions on x86_64-unknown-linux-gnu. Applied
to mainline.

* c-common.c (check_case_value): Adjust comment about stripping
NOPs.
(handle_vector_size_attribute): Don't strip NON_LVALUE_EXPR.
* c-typeck.c (default_conversion, convert_arguments,
build_modify_expr, convert_for_assignment, store_init_value,
digest_init): Use STRIP_TYPE_NOPS instead of stripping nops
manually. Remove inaccurate comments.
