Re: make libstdc++ testsuite work better standalone

This patch is completly broken. I run on my multilib Linux/x86-64
system the testsuite always with:
RUNTESTFLAGS="--target_board 'unix{-m32,}'" make check

but now the -m32 tests fail:

               === libstdc++ Summary for unix/-m32 ===

# of expected passes            180
# of unexpected failures        1652
# of unexpected successes       1
# of expected failures          2

                === libstdc++ Summary for unix ===

# of expected passes            3478
# of unexpected successes       3
# of expected failures          4

The error is:

output is:
/usr/bin/ld: skipping incompatible /builds/gcc/misc/x86_64-suse-linux-gnu/libstd
c++-v3/testsuite/libv3test.a when searching for -lv3test
/usr/bin/ld: cannot find -lv3test
collect2: ld returned 1 exit status

Geoff, your patch does not work with multilibs at all, please fix or
revert,

Andreas
