Re-enable offsetable %lo support on SPARC


It was accidentally disabled almost one year ago during the overhaul of the 
configure machinery...

Bootstrapped/regtested on sparc64-sun-solaris2.9 and sparc-sun-solaris2.8,
GCC 4.0.0pre+Binutils 2.15.94 CVS and GCC 3.4.4pre+Binutils 2.15 CVS.

Applied to mainline and 3.4 branch.
