Furthermore, in internal discussions, we couldn't see any reason that
people need the specs file to be installed, especially since it can be
recreated with -dumpspecs.
Does anyone object to this change (which I have tested on
i686-pc-linux-gnu, but not installed)?
I don't have any objection, but do see a use for the file being installed.
More than once, for some reason or another, it's been handy to be able to
tweak the specs file without having to rebuild the driver.
Because you can indeed get it with -dumpspecs, one can still take that file,
modify it, and install it, so I think the issue is just documentation: the
installation manual should someplace mention that the file isn't installed
but that if there is a file of that name that will be used if present and
that "factory" value of that file can be obtained with -dumpspecs.
