Testing on ia64-hpux revealed problems with the multilib logic, which
I have now corrected.  The patch now bootstraps on all the platforms I
can conveniently test; I am going to check it in.  Please let me know
if anything breaks.

The generated libgcc.mk, by the way, now contains a bunch of comments
listing the values of various internal variables, per multilib - this
was originally just for my own use while debugging, but I decided to
leave it in because it'll make it easier to debug problems that come
up on platforms I can't test.  If you do encounter problems, please
send the generated libgcc.mk along with your report.
