[PATCH] Add missing $(exeext) in dependency of target stmp-fixinc

This patch adds missing $(exeext) to ../$(build_subdir)/fixincludes/fixincl
for target stmp-fixinc. Absence of $(exeext) broke bootstrapping for DJGPP.

However, as there is no rule how to make
../$(build_subdir)/fixincludes/fixincl$(exeext), so I think the dependency should better
either removed or corresponding rule added.
