If the text of any project description has changed, please submit the
change of text as a separate patch from the move to a separate page.

No, people should normally contact the *public mailing lists*, not
individuals. MAINTAINERS is no more for people to contact about such
proposed projects than it is for people to contact to report problems in
GCC (as the top of that file disclaims).
