Install fixincludes before gcc


No-one but me has noticed this, because make will usually do the
installs in this order anyway, but under rare circumstances make will
try to start both simultaneously and that can lead to GCC's install
trying to use a directory that doesn't exist yet.

Tested with 'make install -j2' on powerpc-darwin.
