As a non-US, non-Emacs-using, writer of English, I have
always found this convention really weird. It seems to be
necessary in comments within source code too, according to
the GNU Coding Conventions.
It seems that this is a relic of the typewriter days when
such a convention was needed to properly tell adjoining
sentences apart. It does not seem necessary on modern
computers or computer printouts.
