In addition, doing large diagnostic changes on a release branch (such as 
changing quoting style) is bad for translators.  Spelling and other errors 
in diagnostics are still corrected on release branches, and if we find the 
odd message missed in conversion to %q style it might be fixed on the 4.0 
branch, but general diagnostic style changes, such as moving away from ` 
as a left quote on 3.4, are a bad idea for release branches.
