Mostafa reported this to me (and to the gcc list but I ignored it
because I did not know where the problem was).

This patch removes an APPLE LOCAL which is no longer needed and
just causes problems.

OK? Built with --enable-languages=c and libobjc does not build now.

ChangeLog:

	* config-lang.in: Remove APPLE LOCAL which made libobjc to build
	all the time instead of only when objc was configured to build.
