It was on purpose: "(Assembler/Linker): Hard link from gas and binutils trees." 
$symbolic_link is replaced with $LN_S when creating the link to the stage 
directories, for example.  What's the exact failure mode?  Hard or symbolic 
link should make no difference unless toplevel bootstrap is going (in which 
case the directories are juggled around, which makes symbolic link fail).
