Your system is broken:
drow@nevyn:~/testa% ls -l               
total 0
lrwxrwxrwx  1 drow drow 3 Sep 23 14:05 bar -> foo
lrwxrwxrwx  1 drow drow 8 Sep 23 14:05 baz -> nonexist
-rw-r--r--  1 drow drow 0 Sep 23 14:05 foo
drow@nevyn:~/testa% test -f foo; echo $?
0
drow@nevyn:~/testa% test -f bar; echo $?
0
