[toplevel] Sync script files with automake


Would this patch be kosher for mainline?  

All the files are grabbed from automake 1.9.2.
I know that config.guess is preapproved, but I don't know about the
others.

Bootstrapped on i686-pc-cygwin along with libjava.  I ran make install
for good measure.
