Given that many of both have been there for years with the compiler 
working OK despite them not being fixed, I think both effectively mean 
"someone once thought something might better be different here" without 
any real indication of whether the suggested change still makes sense.  
But if it's thought TODO is being used for a meaningful distinction that 
wouldn't better be handled through external projects lists, I'm happy to 
go for a patch version that only mentions FIXME and XXX.
