Allow GCC use new gettexts macros [2/3]


Here is the first followup patch to the importation of the macros.

Having the new macros allows some cleanup to gcc's handcrafted aclocal.m4.
Whilst there I noticed that GCC_PATH_PROG hasn't been used since Zack added libintl, so that was excised too.

	* configure.ac: Add in check for iconv.m4
