Apple_Local_GCC_Change_Organization/Metadata> is my proposal for
storing metadata about APPLE LOCALs. I'd like to use the obsolete
CHANGES.Apple for this. The diff below clears it out and prepares it
for its new function.
Ok to commit?
CHANGES.Apple was visible to the outside world so this might be
consider a regression to
some.
