That's pre-existing text.  I doubt the grammar of the references to
library properties as well.  Fixes to these would come under the obvious
rule.  (And if anyone finds something factually wrong in any of the
statements, pre-existing or new, or some aspect of implementation-defined
behavior not covered - the lists in Annexes to the C standards may not be
exhaustive - that can also be fixed as separate patches, but now the text
does attempt to cover everything.)
