I don't follow you. We get reports about Ada builds every day, so the
problem is not as general as your message seem to imply. What are the
conditions required to get this bootstrap failure ? (what bootstrap
compiler, what host, what target, what options, ...)

Also, if we were to disable -fweb, the proper way to do it would be
to do it in ada/misc.c, not in the specs file (but I still think
that's not a good idea).
