Suggestion: replace `rm -rf' with `$(INCLUDEDIR_RM_RF)' and set
$(INCLUDEDIR_RM_RF)' to `rm -rf' by default.  Turn `mkdir' into
`$(mkdir-p)' (or however mkinstalldirs is spelled this days) and then
you'll be able to override INCLUDEDIR_RM_RF to suit your needs,
without having to encode such behavior into everybody's Makefile.
