[ping] Move arm-isr.c to gcc.dg from gcc.misc-tests


 Hi,

  This is a ping on a patch sent earlier this month.
http://gcc.gnu.org/ml/gcc-patches/2004-01/msg01809.html

 I'm reattaching this patch since this test used to use
*arm-*-* xscale-*-* for the target triplets.  It seems to
be common practice to use arm*-*-* strongarm*-*-* xscale*-*-* .
