Exactly. If there were a known set of "best" switches, they'd already be on.
(This is like "what is the best {operating system, text editor, car stereo,
flavor of salsa}". If there /were/ a "best" one, everybody would already
be using it.)

I would therefore like to posit that computing's central challenge, viz. "How
not to make a mess of it," has /not/ been met.
