[Patch] document --enable-__cxa_atexit configure option

Hello,

this little patch for the documentation part of PR
bootstrap/9249 just plagiarizes the existing
information on cxa_atexit from configure.in and puts
it in install.texi where people may actually read it!
Tested with make info and make dvi. If okay, please
apply to mainline/3.4 branch. Thanks,
