It can't. The new command line flags can't be used by these tools,
since they're not in the portable compiler command line flag set that
they rely on.

Modified to the point of rendering them useless.
Even in the case of environment variables, how would I arrange for
distcc to pass the right flags to the bootstrap compiler and to the
stage compilers, if the bootstrap compiler doesn't support -fwhatever
and the stages do and need it to pass the compare test?
