The implication is not that libiberty/include can't be changed before the
issues are resolved, but that any changes made to the list of relevant
files while the issues are under consideration by the SC/FSF should be
specifically drawn to their attention so that they can be incorporated in
the deliberations and final pronouncement.

If this file counts as an upstream one (changes go through the BFD
contribution mechanism first) then codingconventions.html should say so.  
If not, clarification of assignments on contribute.html is best done
through the outcome of the deliberations that are (I presume) ongoing
regarding the libiberty issues.
