[web] move GCC summit from Upcoming Events to Announcements

- Subject: [web] move GCC summit from Upcoming Events to Announcements
The GCC Summit is over, so I'd like to remove it from Upcoming Events
on the GCC home page and add an announcement about it. How's this
sound?
