fix ce3/bbro dump numbering

- Subject: fix ce3/bbro dump numbering
When we shifted where bbro was run, we didn't adjust the
dump number. Which is extremely confusing...

* toplev.c (enum dump_file_index): Swap DFI_ce3, DFI_bbro.
(dump_file): Likewise.
