It's definitely not related with the build machinery.  It modifies the
way GCC looks for header files, building upon the sys-root machinery
that was introduced some time ago, that I had to have reviewed by
someone else, so...  I don't think I'd have authority to a patch that
implements a suggestion I made myself on a file that I don't maintain.
