Yeah, I got the same cygwin report privately from Roger.  It's either
a bug in cygwin or they consider "available" mem to be
e.g. RAM+swap. (?)  For our (GCC) purposes it doesn't matter since the
"total" mem figure is correct enough for our purposes.

Is there a way to fix this?
