The top level build system is documented in etc/configure.texi in src
(which has an old Cygnus copyright and licence notice rather than being
assigned to the FSF and under the GFDL - though the notice is the old
permissive GNU one complete with the reference to "a translation approved
by the Foundation."). This hasn't been updated for at least 3 years but
does contain some documentation relevant to GCC (at least, how multilibs
for target runtime libraries work).
