[libstdc++ 3.1] Merge documentation from mainline

- Subject: [libstdc++ 3.1] Merge documentation from mainline
As per v3 conventions, our documentation is only checked in on the trunk,
and then bulk-merged to the branches before a release. Differences between
versions are handled in the text content itself rather than maintaining
different revisions. This is such a merge.
I meant to do this two days ago but got bogged down in meatspace tasks.
