[PATCH] Add sh*-*-netbsdelf* targets

This adds support for big- and little-endian SH 3/4 NetBSD targets.  The
non-NetBSD-specific bit of configury was approved by Joern in private mail.

Committed to trunk.

        * config.gcc (sh[123456789l]*-*-*): Set cpu_type to sh.
        (sh-*-netbsdelf*)
        (shl*-*-netbsdelf*): New targets.
        * config/sh/netbsd-elf.h: New file.
