We might be mixing apples and oranges.  We hope to freeze the C++ ABI.
We maybe think we might just freeze the C++ library ABI -- but that's
not a sure think.

But *C* ABIs are a whole different ballgame.  There's no particular
rush to fix those; if it's been broken for years it can stay broken
a few more months.
