[Ada] Large merge committed

As the patch for these changes is 3.7MB, I have not sent it
to the list. The patch has been tested by bootstrapping and
library build on i686-pc-linux-gnu and sparc-sun-solaris2.8.

There is a Makefile problem building the tools though, related
to a restructuring/cleanup of the way tools are built. Now tools
that are not essential for bootstrapping are built using gnatmake,
which prevents having to list all dependencies in the makefile.
This greatly reduces complexity of maintenance work. This scheme
works fine in the nightly ACT builds, but not in the Makefile
checked in as the sources cannot be found.

Instead of waiting longer with doing the merge and try to fix
this issue myself, I have decided to do the merge on the
trunc only hoping that others can help resolving/fixing this.

The good news is that with the Ada sources as checked in,
we have had test runs on both sparc-sun-solaris2.8 and
i686-pc-linux-gnu that are in excellent shape. Once the
Makefile issue has been fixed and the merge seems successfull,
I'd like to check the changes into the branch as well.
