I run autoconf and get an empty file for "configure"

Can anybody tell me what I'm doing wrong here? I check out a fresh
copy of gcc, cd to the top level, and run autoconf. I wind up with no
error messages and an empty file for "configure".
I'm using autoconf2.13 out of Debian's stable distro.
