varasm patch for unspecs in constant pools

Subject: varasm patch for unspecs in constant pools

In the 08-2001 I have commited a patch for the 3.0 branch
regarding unspecs forced to the contant pool.
Somehow I forgot to release it also for the trunk.

I adapted the patch to the latest head and bootstrapped/regtested
on S/390.
