This still isn't alphabetical.
Once thing to do when making this sort of fix: check each Write After
Approval name to see whether it's on one of the previous lists, and remove
it if it is. (Maintaining parts of the compiler implies Write After
Approval for the rest.)
Also, I suggest copying the mainline version of the file to the 3.0
branch.
