PATCH: GNU CC -> GCC

Ok, here is the first patch to change "GNU CC" into "GCC" (also,
changed paragraphs have been reformatted).  "Using and Porting GNU CC"
in gcc.hlp has been changed into "Using and Porting the GNU Compiler
Collection (GCC)".  I haven't done anything about "GNU compiler" or
"GNU C compiler".

This patch fixes only files in the gcc directory.  The only remaining
instances of "GNU CC" are in make-l2.com and ChangeLog files.

c-parse.y will have to be rebuilt to reflect the changes in c-parse.in.

Tested by bootstrapping on powerpc-unknown-linux-gnu.
