Nope. ltconfig is a generated file. You have to patch ltconfig.in
from the libtool CVS repository, multi-language branch, and post the
patch to libtool-patches@gnu.org. Only then we can merge that file
into the GCC CVS repo.
I wonder why nobody else has reported this problem on HP-UX 11...
