IIRC, it's the text "PR " followed by the category and number, e.g.,
PR preprocessor/2706
Good for topping off the changelog text, e.g.,
PR foo/1234
* frob.c (emulate): #define pi to be 3.
* glorp.c (gurble): Use new reality model.
