Nope.  The top-level Makefile should be passing these -I flags as part
of FLAGS_FOR_TARGET, set in configure.in.  Zack had already noticed
this problem.  I have a theory on why these flags may not be passed
down correctly.  What I still can't understand is why it has worked
for me.
