[RFA] Allow cygwin hosts to build texinfo


Hi Guys,

  The patch below changes the top level configure.in to allow Cygwin 
  hosted builds to configure and then build the texinfo
  sub-directory.  This is necessary because gcc now uses makeinfo as
  part of its builds and makeinfo is provided by texinfo.

  May I apply this patch ?

  Should this patch go into the gcc 3.0 branch ?
