Maybe we can eliminate even more cruft.  Can't libstdcxx_interface go away
altogether, or at least just be set to "v3" directly?  With the old library
gone, libstdcxx_interface shouldn't ever be set to just "3" now.  (Alexandre
added this code, so maybe I'm overlooking something.  Sanity check, Alex?)
