It seems to me that init_gcc_specs will always use shared_name -lgcc_s
in this case:

  sprintf (buffer,
	   "%%{!shared-libgcc:%%{!static-libgcc:%%{shared:%s}}}", 
	   shared_name);

Looks like this must handle the case of ! ENABLE_SHARED_LIBGCC and use
static_name.
