But the top-level Makefile.in will need some changes, because it
passes RANLIB down, overriding the setting in gcc/Makefile. The right
fix is to remove the setting of RANLIB from the top-level Makefile.in,
and pass it down in EXTRA_HOST_FLAGS with the XFOO= hack (see how
LANGUAGES is passed down).
